MD Comptroller Hires New Small Business and Community Development Director

The Maryland Office of the Comptroller is excited to welcome Jinal Contractor, LEED AP, as the new Small Business and Community Development Director.

With a career spanning economic and business development, small business ownership, and community engagement, Jinal brings a wealth of experience to the agency as we continue to engage with businesses and community organizations across Maryland. 

Jinal brings first-hand experience as a small business owner, understanding the challenges and opportunities that come with running a business. She also served as Director of business development for the Howard County Economic Development Authority (HCEDA), where she led initiatives to support small businesses and create strategic partnerships at local and state level government agencies and community organizations.

In addition to her work in business development, Jinal has worked in the field of architecture for various firms in Philadelphia and Baltimore. Jinal holds Masters in Design, Interior Architecture from Drexel University, PA and Bachelor of Architecture from M S University in India.

As the Comptroller’s primary liaison for small businesses, Jinal will work closely with business owners, business groups, community and economic development officials, and nonprofits across Maryland. She will provide assistance with taxes, tax credits, Minority Business Enterprise (MBE) & Small Business Reserve (SBR) outreach and certifications, government procurement, access to resources, and more. 

Jinal’s leadership and commitment to community impact was recently recognized when she was named Leadership Howard County’s 2024 Emerging Leader Award winner. She is eager to collaborate and ensure businesses have the tools they need to thrive.
