Garrett County Government is proud to announce that Connor Norman, Business Development Specialist with the Garrett County Department of Business Development, has been selected for the Appalachian Regional Commission’s (ARC) 2025–2026 Appalachian Leadership Institute (ALI). This distinguished program brings together 40 fellows from across all 13 Appalachian states to strengthen leadership capacity and foster economic growth throughout the region.
The Appalachian Leadership Institute is an intensive eight-month program that equips emerging community leaders with the tools, training, and connections to drive sustainable economic development. Fellows participate in six multi-day seminars held throughout Appalachia, each focused on one of ARC’s strategic investment priorities, including building workforce ecosystems, advancing infrastructure, supporting entrepreneurs, and developing community capacity. Fellows will also learn more about what makes each corner of Appalachia special.
“Connor’s selection to this year’s institute is a testament to his dedication to Garrett County’s economic future and his commitment to strengthening rural communities,” said Garrett County Community Development Director Steve Kelley. “We are proud to see Garrett County represented among such an accomplished group of regional leaders.”
Through the program, Connor will join peers from across the Appalachian Region to share best practices, explore innovative strategies, and collaborate on solutions that enhance economic resilience. Fellows will complete the program with a capstone leadership project designed to translate lessons learned into actionable local impact.

Being selected to represent Garrett County at the Appalachian Leadership Institute is not just a personal milestone, but an opportunity to bring back knowledge and connections that will help support our local economy and future opportunities for our residents.”
The 2025–2026 ALI class represents a broad spectrum of public, private, and nonprofit leaders addressing economic and community development challenges throughout Appalachia.
