A proposed energy storage project in Garrett County has taken an important step forward following a conditional award from the Maryland Public Service Commission (PSC).
The PSC has selected the Jade Meadow III Battery Storage Project in Barton for an Energy Storage Capacity Credit award under Maryland’s Next Generation Energy Act. The project is one of only two projects selected in the first round of the state’s energy storage procurement.
Jade Meadow III is proposed for a reclaimed coal mine property at 1700 Russell Road and would include a 40-megawatt battery energy storage facility. The project would be located alongside a previously approved 300-megawatt solar project, creating an opportunity to bring significant new energy investment to a property with a history of coal mining.
The project is being developed by Jade Meadow III LLC, with REV Renewables providing development and operational expertise. The PSC order identifies a targeted commercial operation date of October 1, 2028.
For Garrett County, the project represents another example of the economic potential of repurposing former industrial and mining properties for new uses.
“Projects like Jade Meadow III demonstrate the potential to transform reclaimed mine land to productive assets for the next generation of our economy,” said Kim Durst, Manager of Business Development for Garrett County. “The investment in this project, combined with the previously approved solar development, represents an exciting opportunity for Garrett County to participate in Maryland’s growing energy economy.”
The project also demonstrates the value of Garrett County’s available land and infrastructure for energy-related investment. Redeveloping a reclaimed mine site for a new economic use can create opportunities for investment while putting existing properties back into productive use.
The PSC's award is an important milestone, but it does not constitute final approval to construct the battery storage facility. The project must accept the conditions of the award and proceed through additional regulatory approvals before construction can begin.
The Jade Meadow III award is part of Maryland’s broader effort to expand energy storage capacity throughout the state. The PSC plans additional solicitations as Maryland works toward procuring at least 1,600 megawatts of transmission-connected energy storage.
